John, I think the difference is about opportunity and outcome. Treating people equally would mean to try and give everybody the same opportunities in life, whereas attempting to make them equal would be to give everybody the same rewards. Everybody starting the race at the same point is a fair start, but is forcing everyone to cross the finish line at the same time a fair ending?
IMHO, I think ideas like "treating people equally" are ambiguous. In this case it tends to be understood exclusively in terms of egalitarianism. Just my view... viva la vida!

The same rewards?
The same punishments would be more precise.
Treating people equally means, in my opinion, that nobody shoule be mistreated, that's all.
Oportunities shouldl not be given, nor taken. They are there for everybody to grasp.
